Complete Description: The Senior Technical Architecture Specialist (STAS) is a technical expert responsible for planning project direction in collaboration with various State Agencies as they relate to future project planning. This role is one where the ideal candidate will seek to identify key enterprise IT trends, products and services beyond State technology boundaries to the ever-evolving IT practices in the private sector. This role may interface with Department/Agency heads, Directors and division managers to ensure communication and technical scope is accomplished with the goal of defining overall system needs and architectural challenges. A qualified candidate will have worked with technical architecture including, but not limited to: GIS, ERPs, CASE Management, Infrastructure and application design. An ideal candidate will have experience in managing projects and policy as it relates to governmental projects. An ideal candidate will extensive experience in understanding and implementing broad policies and procedures designed to accommodate enterprise architectural environments. This role will involve planning, configuring, documenting and testing the architectural design of a system or platform solution in support of new projects and services. This individual will be responsible for identifying IT Best practices. This individual is responsible for setting the technical approach and direction and implementation for work. The Senior Technical Architecture Specialist provides technical design expertise, defines what technical requirements are needed to support defined business requirements, participates in detailed design and code reviews, reviews system performance issues, reviews test plans, and provides technical guidance to development experts and vendors. The Senior Technical Architecture Specialist will interface with Executive Sponsors, Group Leads, and Lead Functional Architects to convey infrastructure requirements, plan, and schedule deployment of tasks, and resolve any issues that impact the deployment of the Application Delivery systems that cross agencies, divisions and may include federally integrated projects. Years of Relevant Experience: 5 to 8 years Preferred Education: 4 year college degree or equivalent technical study and 1 to 2 years project management experience Role Description: All roles specified in STAS1 plus the following: *Architect systems and design infrastructure/applications for industry specific roles that require integration with statewide systems or applications. *Architect/implement technologies that require GIS Expertise. *May interact with executive level business users or technical experts. *May function as an expert related to architectural best practices. Skills: Skills Required/Desired Amount of Experience Experience evaluating architecture Required 4 Years Experience evaluating designs and solutions Required 4 Years Exp evaluating solutions for compliance to technology standard/policies Required 4 Years Prior work lead teams' technical strategy, direction and approach Required 4 Years Prior experience architecting solutions that integrate across systems Required 3 Years Technical architecture and design including hardware/software integration Required 4 Years Facilitation of meetings Required 4 Years Work with executive stakeholders Highly Desired 2 Years Prior formal Project management Highly Desired 2 Years Work with Enterprise Architectures Highly Desired 2 Years Prior experience in negotiation and mediation Highly Desired 4 Years Analyzing new technologies and trends Highly Desired 2 Years Excellent verbal and written communication skills Required 4 Years Questions: Question 1: Is candidate able to work in Dover 100% of the time? Question 2: Please list projects where the candidate has had experience as an architect on State or Federal Government projects (from the governmental side). Question 3: Please list projects where candidate had experience qualifying projects based on best practices and existing development guidelines. Question 4: Please list projects where the candidate was responsible for mediating/facilitating project teams that were from different groups/departments.
